Complexity have accomplished very little this season. They haven't looked good in any big events and have struggled when faced with any semi-decent team. Even though Complexity made some roster changes during the summer break, they've yet to show any notable improvement; however, they found some traction at the end of August.
About three weeks ago, Complexity won their first tournament of the year, the Thunderpick World Championship 2023: North American Series #2, where they dropped just one map across three series played. It was an improvement, but winning a B-Tier event is not something to celebrate and doesn't necessarily suggest that Complexity are now a good team.
Until they show something on the international stage, I'll continue to doubt them.

9INE probably won't achieve much at ESL Pro League Season 18 because they're not at the same level as other top contenders. However, while 9INE are not one of the leading candidates to win the tournament, this is still a decent squad.
9INE won RES Western European Masters: Fall 2023 at the start of the month, which counts for something, and even though they haven't managed a deep run in any of the big events, 9INE still performed well relative to the expectations. They played a very close series against G2 (1-2) at Gamers8, qualified for the IEM Cologne 2023 group stage and took maps off ENCE (1-2) and Cloud9 (1-2).
These are all decent results for 9INE standards and prove that the Poles can play at the top level. However, like Complexity, 9INE don't have the talent to produce anything remarkable at ESL Pro League Season 18.

9INE are objectively better than Complexity, mainly because Complexity are that bad. They looked solid over the last week, but even though Complexity have won their last six games, those were all against lesser opponents, so that win streak doesn't count for much.
9INE should win; the only question is by how much. Complexity can have their moments, so it's not beyond the realms of possibility that they steal one map, but even that seems highly unlikely given their poor record against any half-decent team.
